The son of General Chaim Herzog, the Sixth President of Israel (1983 -1993), Herzog is the Chairman of the Jewish Agency for Israel and previous member of the Knesset from 2003 through 2018. He has held several ministerial posts, including Minister of Welfare and Social Services. His grandfather was the first Chief Rabbi of Ireland and Ashkenazi Chief Rabbi of Israel (1936 – 1959).

Born in Tunisia, Levy volunteered during the Yom Kippur War as a half-track commander. During an Egyptian rocket attack, his right arm was severed below his shoulder. As he fought to disable the ambush, he was hit by grenade fragments and shot in the back. He is a security professional today, responsible for the security of US Navy and Air Force nuclear reactors and military bases.
